II. Against President Mahmoud Abbas and the Palestinian Leadership

“Six immediate steps against the Palestinian Authority - an appropriate Zionist response to the PA's unilateral steps. I contacted Prime Minister Netanyahu this morning. At the last cabinet meeting, many ministers, including myself, raised an unequivocal demand for harsh punitive measures against the Palestinian Authority for its unilateral actions against Israel, including its pursuit of unilateral recognition in the UN and within the framework of bilateral agreements with several countries and the legal battle it is waging against the state of Israel in the court in The Hague to stop the war.
(…) Therefore, I demand that you immediately approve the following steps:
1. Immediate convening of the Planning Council in Judea and Samaria for the approval of ten thousand housing units in the settlements that are ripe for professional advancement, including in area E1.
2. A decision to be approved as early as tomorrow at the cabinet meeting on the establishment of a settlement for every country that unilaterally recognizes a Palestinian state. According to the reports, three countries intend to announce today the unilateral recognition of a Palestinian state. I would like to inform you that I have instructed the Settlement Directorate to prepare a decision-making document with three strategic settlements and I demand that such a decision be approved tomorrow already.
3. Another decision will be brought to the cabinet tomorrow on the cancellation of the "Norwegian outline" that was approved by the cabinet several months ago. Norway was the first to unilaterally recognize a Palestinian state today and it cannot be a partner in anything related to Judea and Samaria. I intend to stop transferring the funds to it and demand the return of all the transferred funds.
4. Advancing the decision-makers' proposal to strengthen settlement in Judea and Samaria, a decision that was supposed to be taken immediately after the Sukkot holiday and was postponed due to the war that was forced upon us. The settlement is Israel's shield and as part of the lessons of the 7th of October it must be strong, Zionist, so that Kfar Saba does not become Kfar Gaza, God forbid. As Minister of Finance I will find the necessary budgets for this.
5. Canceling all the VIP permits of the senior PA officials permanently in all checkpoints and imposing additional financial sanctions on PA senior officials and their families.
6. In addition to this, I would like to inform you that I do not intend to transfer the funds to the PA anymore[16], from now until further notice, and as I informed you in my letter two weeks ago, I do not intend to extend the indemnification[17] to the correspondent banks at the end of next month.”
