The following summary tables and overview of events survey hostile Israeli activities during the period 01 April 2021 to 30 April 2021. The report includes a summary table of events, classified by type, throughout the West Bank and Gaza Strip, in addition to a comparative table surveying events over the past three months. The survey is compiled from the Daily Situation Reports of the Palestinian Monitoring Group (PMG) of the Negotiations Affairs Department (NAD) of the Palestine Liberation Organization (PLO). The PMG monitors ground conditions in the West Bank and Gaza Strip, including Israeli and Palestinian violations.. The information reported through the PMG process represents data available at the time of distribution only.

The majority of arrests took place in the districts of Jerusalem (135); Ramallah (50); Jenin (51); Tubas (4 ),Tulkarem (24); Qalqiliya ( 21); Nablus (36); Salfit ( 12); Jericho (10); Bethlehem (55); Hebron (60), North Gaza (2), Gaza (1) and Khan Yunis (2). The Israeli Military Temporarily detained 26 residents during the month of April 2021 , including 26 in the West Bank and 0 in the Gaza Strip On 04/06/2021: the Israeli occupation forces temporarily detained 6 citizens (including a female citizen) in the city of Jerusalem: Ghada Rabie, Yasser Darwish, Nasr Qus, Adel Abu Zaid, Awad Al-Salaymeh, and Ahed Al-Rishq, and released them at 18:00. On 04/08/2021the Israeli occupation forces positioned at one of the military checkpoints temporarily detained the citizen: Taher Jamal Kamil - residents of Qabatiya town, and released him at a later time. On 04/14/2021 the Israeli occupation forces detained 6 citizens:Moataz Mahmoud Al-Hajj, Qusay Ashour, Ahmed Al-Rishq, Ali Hamdan, Muhammad Ismail, and Nabil Shreiteh in the Bab al-Amoud area in Jerusalem , and transferred them for investigation at the Israeli occupation police station on Salah al-Din Street In the city. On 04/16/2021the Israeli occupation authorities in Jerusalem imposed house arrest on the citizen: Muhammad Haitham Mustafa {a resident of Al-Issawiya village}for a period of 4 months On 04/17/2021the Israeli occupation forces temporarily detained 3 citizens (candidates for the Palestinian Legislative Council): Ratibah Al-Natsheh, Ashraf Al-Awar, and Nasser Qous to prevent the holding of a press conference, which was scheduled to be held at the "St. George" Hotel in Jerusalem and released them at 18:00. On 04/19/2021the Israeli occupation forces in Jerusalem delivered a decision to prevent the sheikh: Ikrimah Sabri (preacher of the Al-Aqsa Mosque and head of the Supreme Islamic Authority in Jerusalem) from traveling outside the country for a period of 4 months. On 04/21/2021the Israeli occupation forces temporarily detained the child: Yazan Al-Belbisi {12 years old} in the Bab Al-Amoud area in Jerusalem, and released him at a later time. |

Analysis of Events
Killings
A total of 2 residents were killed by Israeli forces during the month of April 2021 {2 in the West Bank and 0 in Gaza}:
- 04/05/2021:Usama Muhammad Sidqi Mansour {42 years old - a resident of the town of Bado} was killed after Israeli forces positioned at a flying checkpoint near the entrance to the town of Bir Nabala opened fire towards his vehicle while passing through the checkpoint and also wounded his wife.
- 04/07/2021: Shafiqa Muhammad Salman Abu Aqeel, {73 years old} was killed after being run over by a settler near the western entrance to the town of Al Samou.
Injuries
A total of 221 injuries were reported in the month of April 2021 {213 Palestinians in the West Bank and 8 in the Gaza Strip).
Including 5 children, 2 Women, 1 elderly citizen, 1 Special needs patient and 1 Security Force Officer.
Arrests
During the month of April 2021, the Israeli military arrested 351 Palestinians (343 in the West Bank and 8 in the Gaza Strip). The majority of arrests took place in the districts of Jerusalem (124); Ramallah (43); Jenin (25); Tubas (13 ),Tulkarem (7); Qalqiliya ( 11); Nablus (18); Salfit ( 6); Jericho (5); Bethlehem (44); Hebron (47), Cental Gaza (1), and Khan Yunis (7). Among those arrested by the Israeli military were 19 children, a Women, 2 university students, 8 Security Force Officers.
Closure
Especially on Fridays, the Israeli military continues to intensify restrictions at checkpoints located at the entrances of Jerusalem, and to restrict entrance to the Al Aqsa Mosque compound in the old city of Jerusalem, preventing worshippers from accessing the Mosque. At the Qalandiya checkpoint north of Jerusalem, the Israeli military continues to prevent PNA registered civilian vehicles from crossing the checkpoint towards Ar Ram and Qalandiya as well as Dahiyat al Bareed. The checkpoint is overcrowded daily, particularly during rush hours, due to intensified restrictions and search measures applied by Israeli troops. During the month of December 2020,he Israeli military also continued to intensify restrictions at the Tayasir checkpoint and Al Hamra junction checkpoint leading to the Jordan Valley area, only allowing access to civilians whose IDs indicate District of Jericho residence or others holding special access permits. In addition, restrictions were intensified and civilian access was obstructed at the Za’tara junction checkpoint (separating the northern and central West Bank districts) as well as at the As Sawahira ash Sharqiya (the ‘Container’) checkpoint (separating the central and southern West Bank districts).
The Israeli military installed 263 flying checkpoints in April 2021 ( compared with 301 in the month of March 2021 and compared with 307 flying checkpoints in February 2021 and as a result restricted the free access and movement of residents, merchant supplies and agricultural goods.

The Israeli military set up 263 Flying checkpoints in the month of April 2021 and searched Palestinian civilians and vehicles in and around Palestinian residential areas in the districts of Jerusalem (13); Ramallah (39);; Jenin ( 4); Qalqiliya ( 28); Nablus (17); Salfit (44); Jericho (36); Bethlehem (61) and Hebron ( 21).
Raids
The Israeli military carried out a total of 255 raids in Palestinian residential areas during the month of Aprilr 2021, including 251 in the West Bank and 4 in the Gaza Strip. The majority of Israeli military raids were reported to have taken place in the districts of Jerusalem (25); Ramallah (29); Jenin (45); Tubas (6); Tulkarem (18); Qalqiliya (12); Nablus (36); Salfit (9); Jericho (10); Bethlehem (30); Hebron (31), Gaza (1 ), , Central Gaza (1) and Rafah(2).
Attacks
A total of 232 attacks were reported to have taken place during the month of April 2021 (131 in the West Bank and 101 in the Gaza Strip).
The Israeli military carried out 49 attacks from Israeli military post on civilian homes and property,112 from Military checkpoints towards Palestinian residents and vehicle and 19 during raids into Civilian populated areas. In addition, Israeli navy vessels carried out 33 attacks on Palestinian fishermen.
Attacks on residential areas in West Bank and Gaza districts
Home Demolition
During the month of April 2021, the Israeli military demolished 4 Palestinian homes and residential tents, which consisted of the following:
- 04/03/2021, the Israeli occupation authorities forced Amer Salem Shqairat, to personally demolish his 90-square-meter house in the Jabal Al-Mukaber neighborhood in Jerusalem city after notifying him earlier, in order to avoid paying heavy fines in the event that the Israeli occupation authorities carry out the demolition under the pretext of not being licensed.
- 04/12/2021,the Israeli occupation forces demolished a residential tent owned by: Yunus Al-Shamsali in the Al-Musafir area, east of Yatta,under the pretext of not having a permit.
- 04/12/2021,the Israeli occupation forces demolished a 80-square-meter house owned by a citizen: from the Jaabis family in the Ash Ghurab area in Beit Sahour,, under the pretext of not having a permit.
- 04/19/2021, the Israeli occupation authorities in the city of Jerusalem forced the citizen: Amjad Muslim Jaabis - a resident of Jabal Al Mukaber neighborhood in Jerusalem city, to personally demolish his house (under construction), after notifying him earlier, in order to avoid paying heavy fines in case of the occupation authorities demolished for allegedly being built with out a license.
Attack on Public and Private property occurred as follows per District:
Jerusalem:
- On 07/04/2021, Israeli occupation forces demolished 3 facilities owned by citizens: Jamil Abu Al-Hummus - (demolishing two facilities for car spare parts), Majed Al-Mazraawi, and Darwish Darwish - (demolishing a garage of vehicles and two rooms), in the areas of Zaaroura and Habayel Al-Arab in the village of Al-Issawiya under the pretext No license.
- On 08/04/2021,the Israeli occupation forces stormed, the Sons of Jerusalem club in the Al-Saadia neighborhood in the Old City of Jerusalem and prevented the holding of sporting events and activities in the club as part of the (Tamarindi) festival, under the pretext of its sponsorship by the Palestinian National Authority, which was scheduled to be held on the occasion of the reopening The club after being closed due to the "Covid-19" pandemic.
- On 13/04/2021, the Israeli occupation forces prevented near the Lions Gate (one of the gates leading to the Al-Aqsa Mosque) in the Old City of Jerusalem, from distributing breakfast meals to the fasting people, and seized them.
- On 28/04/2021,the Israeli occupation forces demolished a live stock den owned by a citizen in the town of Al-Eizariya, under the pretext of not having a permit.
Tubas:
- On 07/04/2021:the Israeli occupation forces handed over notices to demolish and stop work on building 63 facilities (tents for housing and barns for raising livestock), and a notification to stop work on an agricultural road with a length of 3200 meters.
- 27/04/2021: the Israeli occupation forces forced 3 families of citizens to evacuate their homes in Khirbet Ibziq, for a period of 4 days (from 08:00 to 09:00 hours of the next day), under the pretext of conducting training work in the area.
Bethlehem:
- On 11/04/2021:the Israeli occupation forces demolished in the Al-Bireh area, west of the town of Al-Khader, an agricultural arbor (for the second time in a row) owned by the citizen: Salah El-Din Salah, under the pretext of not being licensed.
Hebron:
- On 11/04/2021,the Israeli occupation forces forced the citizen: Samir Abdul-Salibi and his family to leave their 5-donum land located Wadi Al-Wahadin area of the town of Beit Ummar, near the settlement of "Karmi Tzur", under the pretext that they did not have a permit to enter it.
Confiscation of Property:
Jerusalem:
- On 10/04/2021:the Israeli occupation forces confiscated clothes belonging to the volunteers within the (Jerusalem First) camp, which is being established by the Al-Aqsa Association for the Care of Endowments and Holy Places, while they were cleaning Al-Aqsa Mosque courtyards.
Tubas:
- On 03/04/2021, the Israeli occupation forces confiscated a bulldozer owned by the citizen: Ahmad Dhiab Abu Khaizran, near Atouf village in the northern Jordan Valley, while he was working on his agricultural land.
- On 20/04/2021, the Israeli occupation forces confiscated an agricultural tractor belonging to the citizen Izzat Ahmed Khunifis, while he was grazing sheep on the western side of the village of Bardala.
Qalqiliya:
- On 19/04/2021, the Israeli occupation forces confiscated a private vehicle, owned by the citizen: Abd al-Rahman Nizar Suleiman Oudeh al-Azazma, while setting up a flying checkpoint at the western entrance to the town of Azzun.
Nablus:
- On 03/04/2021, the Israeli occupation forces positioned at Huwara checkpoint. confiscated a private vehicle owned by the citizen: Ahmed Abu Al-Qasim - a resident of the town of Jamain.
- 08/04/2021, the Israeli occupation forces confiscated 25,000 shekels from the homes of two citizens: Maarouf Khatatbeh and Muhammad Nasr Hanani during their raid into the town of Beit Furik (as mentioned in the previous report).
Bethlehem:
- On 10/04/2021, the Israeli occupation forces confiscated a private vehicle, owned by Hussam Abu Dayya, in the city of Beit Sahour.
- On 22/04/2021,the Israeli occupation forces confiscated a private vehicle belonging to the citizen: Hamza Mahmoud Hamdan Al-Wahsh, while they were setting up a checkpoint at the entrance to the city of Beit Jala as they detained him.
Hebron
- On 01/04/2021, Israeli occupation forces confiscated gold jewelry from the house of citizen: Nayef Hussein Al-Shawamrah after detaining him during their raid into Khallet al-Aqd in the town of Dura.
- On 07/04/2021,the Israeli occupation forces confiscated the contents of a citizen's lathe in the Fahs area of Hebron city.
- On 12/04/2021,the Israeli occupation forces confiscated agricultural equipment, a generator, and doors belonging to the citizen, in Khirbet Al-Tawameen, southeast of Yatta, owned by the citizen: Barakat Murr, under the pretext that it is located in the area classified (C) under Israeli control.
- On 20/04/2021,the Israeli occupation forces confiscated the area of Wadi Al-Rakhim in the village of Susiya, east of Yatta, (Caravan) - one of them is used for housing and the other is used as a store for fodder, owned by the citizen: Ahmed Nasr Daajneh, under the pretext of their presence in the area classified (C) under Israeli control.
Settlement Activity:
- 02/04/2021: a group of settlers under the protection of the Israeli occupation forces bulldozed and expanded an agricultural road 100 meters long and 6 meters wide on the land of the citizen: Omar Al-Qaisi in the Al-Khimar area in Battir village for settlement purposes.
- 05/04/2021:a group of settlers began building a new settlement outpost on Palestinian lands belonging to the village of Beit Dajan, 1 km west of the settlement of "Hamra".
- 07/04/2021:the Israeli occupation forces set up two mobile homes (caravans) in the Dahr area of the village of Asira al-Qibli, adjacent to the settlement of Yitzhar for the purpose of settlement expansion.
- 08/04/2021:the Organizing Committee of the Occupation Municipality in Jerusalem approved the construction of 2540 housing units, of which 540 housing units are in the settlement of "Har Homa" and 2000 housing units in the settlement of "Givat Hamatos") located south of Jerusalem within the Occupied Territories 1967.
- 17/04/2021:the Israeli occupation authorities in Jerusalem began work to convert the mufti's vineyard in the Sheikh Jarrah neighborhood of the city into a "biblical" garden.
- 19/04/2021: a group of settlers under the protection of the Israeli occupation forces, razed a settlement road in the citizens' lands belonging to the town of Burqin and the villages of Sirta and Haris.
- 19/04/2021: the Israeli occupation forces began building 23 new settlement units in "Maskiyot" settlement, which is built on citizens' lands in the northern Jordan Valley.
- 19/04/2021:a group of settlers under the protection of the Israeli occupation forces razed and paved roads in the lands of the citizens in the Al-Hama area located north of the settlement outpost established on the lands of the citizens in the Khallet Hamad area in the northern Jordan Valley.
- 26/04/2021: the Israeli occupation forces began razing the lands of the citizens near the settlement of "Burqin" in the northern part of the town of Burqin, with the aim of expanding the settlement.
- 26/04/2021:the occupation forces began sweeping Palestinian lands planted with olive trees in the villages of Ni'lin and Deir Qaddis, in preparation for establishing a new settlement outpost.
Settler Violence:
67 incidents of Settler violence occurred during the month of April 2021 including:
Jerusalem:
- On 10/04/2021, a group of settlers in the Silwan neighborhood of Jerusalem tried to pave a road in the lands of the citizens near the new settlement outpost in the neighborhood, where the citizens managed to confront it and prevent it from paving the road.
- On 19/04/2021,a group of settlers in the city of Jerusalem threatened to kill the child: Ahmed Abu Khdeir - resident of the Shuafat neighborhood of Jerusalem (after being interrogated and released due to the slapping of a settler in the light rail)
- On 19/04/2021,a group of settlers attacked a number of citizens near the Hebron Gate in the Old City of Jerusalem, wounding a number of citizens - with bruises
- On 21/04/2021, a group of settlers stormed Silwan neighborhood in Jerusalem, attacked a number of homes, and tried to close the road to the citizens.
- On 22/04/2021,groups of extremist settlers positioned near Bab al-Khalil, in the Bab al-Amud area, and in the neighborhoods of Sheikh Jarrah, al-Tur, Wadi al-Jawz, and al-Misrara in Jerusalem city, randomly shot and attacked citizens, which resulted in the wounding of a citizen after stoning her vehicle in the Sheikh Jarrah neighborhood, and smashing the windows of a number of Citizens' vehicles and damaged tires of a number of others in the neighborhoods of Misrara, Sheikh Jarrah and Bab al-Amud area, and the occupation forces also intervened and fired rubber-coated metal bullets, stun and tear gas canisters towards the citizens to secure protection for settlers and as a result wounded 105 civilians (22 of them were admitted to hospitals to receive treatment The rest of the injuries were treated in the field.)
- On 24/04/2021, groups of extremist settlers in the Sheikh Jarrah neighborhood of Jerusalem city attacked the homes and vehicles of citizens with stones and Molotov cocktails, as the citizens managed to confront them and force them to flee.
- On 26/04/2021, a settler tried to kidnap the child: Laith Elyan, 12 years old, from the village of Issawiya, near French Hill in Jerusalem, where a number of citizens managed to foil his attempt and fled.
- On 27/04/2021,a group of settlers near the settlement of Ramot, located in the east of the village of Beit Iksa, torched 3 vehicles and smashed the windows of a number of other vehicles parked near the colony, and wrote racist slogans (anti-Arab). The vehicles that were burned belong to the citizens: Isa Hammouda Ghaith, Anas Al-Khatib, and a citizen from Abu Khalaf family - (all of them - residents of Beit Iksa village).
- On 28/04/2021, a group of settlers in Wadi Hilweh in the Silwan neighborhood of Jerusalem city assaulted severely beat a citizen (with special needs), and as a result left him hospitalized with contusions.
- On 30/04/2021, a group of settlers attacked citizens' homes in the Sheikh Jarrah neighborhood of Jerusalem, where the neighborhood's residents managed to confront them and force them to leave the place.
- On 30/04/2021, a group of settlers under the protection of the Israeli occupation forces raided the Sheikh Jarrah neighborhood in Jerusalem and stormed a number of homes, including the home of the Kurd family, and they set fire to the sounds of loud music in attempts to provoke the residents of the neighborhood.
Ramallah:
- On 02/04/2021, a group of settlers entered the citizens' agricultural lands in the village of Ras Karkar, cutting down and uprooting a number of olive trees.
- On 10/04/2021, a group of settlers entered the agricultural lands of Deir Jarir, and withdrew at a later time.
- On 15/04/2021, a group of settlers from the settlement of "Beit El" threw stones at the citizens' vehicles passing on the main road near the colony, which led to the smashing of the windows of the vehicle of the citizen: Ali Salahat.
- On 20/04/2021, a group of settlers were present near the "Al Mahkama" checkpoint established near the settlement of "Beit El" north of the city of Al-Bireh, and threw stones at civilians' vehicles passing through the checkpoint.
Tubas:
- On 09/04/2021, a group of settlers were present in the Ain al-Hilweh area in the northern Jordan Valley, and assaulted a number of citizens.
- On 15/04/2021, a group of settlers stormed the village of Khirbet Ibziq in the northern Jordan Valley, and tried to storm the (Challenge 10) school, which caused a state of terror among the students, as they were prevented by the teaching staff.
Jenin:
- On 10/04/2021, a group of settlers were present near the "Movo Dotan" checkpoint on the main road, Jenin - Tulkarm, and set up a memorial in the place, and withdrew later.
- On 29/04/2021, a group of settlers from the "Movodotan" settlement severely beat a citizen while he was grazing sheep near his home in the village of Amriha, southwest of the town of Ya'bad.
Nablus:
- On 03/04/2021, a group of settlers stormed agricultural lands of the citizens on the eastern outskirts of Burin village, and withdrew at a later time.
- On 03/04/2021, a group of settlers from the "Ish Kodash" settlement outpost located on lands in Jalud village stormed the citizens' agricultural lands east of Jaloud village, and attacked a number of Palestinian farmers while they cultivated their land, and prevented them from continuing to work at gunpoint.

Closure of Crossing Points
