Executive Summary
This Short- and Medium-Term Sectoral Development Agenda for East Jerusalem
(SMSDA-EJ 2019-2023) aimed at identifying the main challenges and priority
needs in EJ and its surrounding localities as well as the proposition of practical
arrangements and interventions to respond to them. It complements the previous
efforts of the OoP and Al-Quds University in updating the SMSDP 2010 and takes
stock of international and local literature on the subject. This work focuses on
specific major sectors and sub-sectors, which have been particularly negatively
affected by the deliberate Israeli marginalization and exclusion of EJ and its
Palestinian residents. The work engaged relevant stakeholders, who assisted in
providing first-hand information and sound propositions for addressing the
challenges in the targeted sectors and sub-sectors, which we present briefly in this
summary. The SMSDA-EJ is based on three standalone documents covering
detailed reviews of the three clusters below and can be accessed on line through
