MONTHLY SUMMARY OF ISRAELI VIOLATIONS

01 April 2020 – 30 April 2020

The following summary tables and overview of events survey hostile Israeli activities during the period 01 April 2020 to April 30 2020. The report includes a summary table of events, classified by type, throughout the West Bank and Gaza Strip, in addition to a comparative table surveying events over the past three months. The survey is compiled from the Daily Situation Reports of the Palestinian Monitoring Group (PMG) of the Negotiations Affairs Department (NAD) of the Palestine Liberation Organization (PLO). The PMG monitors ground conditions in the West Bank and Gaza Strip, including Israeli and Palestinian violations. The information reported through the PMG process represents data available at the time of distribution only. 

 

Sample of Israeli Violations during the Month of April  2020

April 1st 2020: Islam Abdul Ghani Doikat, 22, a resident of Beita town died of serious injuries sustained on March 11th 2020 during clashes with Israeli forces in the Jabal al-Arma area near Beita town. April 8th 2020: Ibrahim Ameen Rushdi Abu Warda was injured after Israeli gunboats opened fire towards his fishing boat off the coast of Al-Sudaniya area, west of Beit Lahia town. April 19th 2020: Israeli forces injured the child: Ahmad Mohammad Nasser Obeidi {15 years old} {after he was struck by a bullet in his leg} during clashes near the wall gate located in Shwiekeh suburb located in Tulkerem city. April 22nd 2020: The detainee: Nour Jaber Al-Barghouthi {23 years old}{a resident of Abboud town}{Detained for 4 years in The Negev Desert prison, sentenced to 8 years in actual prison} died after he was found unconscious in the bath room of section 25 of the prison. The head of the Prisoners' Affairs Authority blamed the Israeli authorities and the administration of their prisons for his death. April 22nd 2020: Israeli forces positioned at Al-Container checkpoint killed Ibrahim Mohammad Ali Hijazi Halsat {25 years old} {a resident of Al-Sawahrat Al-Sharqiya village in Jerusalem district} after opening fire towards him for allegedly running over and stabbing an Israeli soldier.

Attacks	93	123	216	A total of 216 attacks were reported to have taken place during the month of April 2020 (93 in the West Bank and 123 in the Gaza Strip). The Israeli military carried out 95 attacks from Israeli military post on civilian homes and property, 61 from Military checkpoints towards Palestinian residents and vehicle and 32 during raids into Civilian populated areas. In addition, Israeli navy vessels carried out 28 attacks on Palestinian fishermen and territory.
Raids	219	9	228	The Israeli military carried out a total of 228 raids in Palestinian residential areas during the month of April 2020, including 219 in the West Bank and 9 in the Gaza Strip. The majority of Israeli military raids were reported to have taken place in the districts of Jerusalem (54); Ramallah (18); Jenin (15); Tubas (6); Tulkarem (11); Qalqiliya (11); Nablus (51); Salfit 5); Jericho (2); Bethlehem (19); Hebron (27), North Gaza (4), Gaza (1), Central Gaza (1) Khan Yunis (1) and Rafah (1).
Arrests	189	-	189	During the month of April 2020, the Israeli military arrested 189 Palestinians (189 in the West Bank and 40in the Gaza Strip). The majority of arrests took place in the districts of Jerusalem (67); Ramallah (21); Jenin (22); Tubas (2); Tulkarem (11); Qalqiliya (5); Nablus (6); Salfit (5); Jericho (1); Bethlehem (14); Hebron (28),North Gaza (4), Central Gaza (2) and Khan Yunis (1) Among those arrested by the Israeli military were 9 children, The Palestinian Authority Governor of Jerusalem, Palestinian Authority Minister of Jerusalem Affairs, 2 University students and 1 Security Force Officer.
Temporary Detention	27	4	31	The Israeli Military Temporarily detained 31 residents during the month of April 2020 including 3 children and Palestine Television News Crew.
Closure of Crossing Points	0	190	190	The Israeli military completely closed crossing points into the Gaza Strip, including access points within the Green Line, on 56 occasions during the month of April 2020. The Israeli military closed crossing points within the Green Line on 134 occasions.
Flying Checkpoints	132	0	132	The Israeli military set up 132 Flying checkpoints in the month of April 2020 and searched Palestinian civilians and vehicles in and around Palestinian residential areas in the districts of Jerusalem (10); Ramallah (6); Jenin (1);Tubas (3), Tulkarem (3); Qalqiliya (17); Nablus (3); Salfit (34); Jericho (8); Bethlehem (26) and Hebron (21).
Destruction of Public and Private property	29		29	Damages included home furniture, vehicles, Olive trees, barrack’s and demolished structures.

Home Demolitions	4	0	4	During the month of April 2020, the Israeli military demolished 4 Palestinian homes and residential tents, which consisted of the following:  On the morning of 01. 04. 2020, the Israeli occupation forces demolished 3 houses (under construction) owned by citizens: Tariq Abdel Razzaq Abu Hammad, Rabie Abdel Razaq Abu Hammad, and Mustafa Tayseer Abu Hammad, on the pretext of not licensing and being too close to the apartheid wall. On 23.04.2020,  Israeli forces dismantled a mobile home (caravan) used for housing owned by Youssef Ka'bana, in the area of Sittah Ain al-Deuk al-Hatta village, west of Jericho, and confiscated it, under the pretext of not authorizing it, and because it is located in the designated area (C) under Israeli control.
Settler Violence	69	0	69	Israeli settler stoned residents and vehicles, stormed homes, uprooted trees, assaulted residents, ran over children with their vehicles, stormed several villages and towns and slashed the tires of residential vehicle.
Attacks on Religious Sites	1	0	1	Israeli settler raided the vicinity of Al-Aqsa mosque compound in the old city of Jerusalem on several occasions. On 03.04.2020, Israeli Police forces stormed Al-Aqsa mosque compound in the old city of Jerusalem.
Assault on Medical Sector	9		9	On 05.04.2020, a number of Israeli soldiers, positioned in the Qayzoun area in the Old City of Hebron, spit on the vehicles of the citizens parked in the area, in order to contaminate them in light of the precautionary measures to limit the spread of the "Corona" virus. On 05.04.2020, Israeli forces, while establishing a checkpoint at the western entrance of Beit Fajjar town, expelled the Emergency Prevention Movement Control Committee to limit the spread of the Corona virus, which was present at the entrance to the town On 06.04.2020, Israeli forces in Al-Rashaideh village expelled the emergency prevention committee to limit the spread of the "Corona" virus, which was present at the northern entrance to the village. On 07.04.2020,  several Israeli soldiers, while touring Al Safa area of the town of Beit Ammar, threw flash lights contaminated with a substance (unknown in nature), dirt, syringes and gloves used between the houses of citizens, citizens ’homes, including the vicinity Fida’s home in Hebron city, and, following the withdrawal of the occupation soldiers, the occupation committee in the town completely sterilized the area and destroyed and burned all the materials delivered by the occupation soldiers for fear that one of the soldiers was infected with the Corona virus. On 10.04.2020, Israeli forces tasked with guarding the apartheid wall adjacent to the village of Nazla Issa fired live bullets and tear gas canisters at the Emergency and Preventive Medicine Committee, while they were on the scene to control the movement of workers to and from the Green Line, as they were testing them in order to reduce the spread of the Corona virus. On 14.04.2020, Israeli forces stormed a medical center set up by the emergency committee and equipped by the Palestinian Ministry of Health to reduce the spread of the "Corona" virus in Silwan neighborhood in Jerusalem city. On 19.04.2020, at dawn on 19.04.2020, Israeli forces stormed and searched the headquarters of the Emergency Committee to reduce the spread of corona-virus during their raid into Ya'bad town.
Settlement Activity	1	0	1	On 02.04.2020, the occupying forces bulldozed the land of the citizens farmed with olive trees near the village of Odla, in preparation for the construction of The Eltafi Esttani Street in the area.
Land Levelling	6	0	6	On 05.04.2020, Israeli forces razed agricultural a land owned by citizens located near the “Shaimaa” settlement in Khirbet Shweka village east of Al-Dhahiriya town On 16.04.2020, Israeli forces bulldozed an area of agricultural land on the outskirts of Burin village. On 20.04.2020, Israeli forces leveled a plot of land approximately 2 dunams owned by Mahmoud Abu Ayash in Beit Ummar town. On 27.04.2020, Israeli forces leveled a plot of land located near "Movo Dotan" settlement located in south Ya'bad town. On 29.04.2020, Israeli forces leveled several plots of residential owned agricultural land located near "Yitshar" settlement located in Burin village in an attempt to expand the settlement. On 30.04.2020, Israeli forces leveled a plot of agricultural land in Wadi Fuqin village.

Killings

A total of 3 residents were killed by Israeli forces during the month of April 2020:

• April 1st 2020: Islam Abdul Ghani Doikat, 22, a resident of Beita town died of serious injuries sustained on March 11th 2020 during clashes with Israeli forces in the Jabal al-Arma area near Beita town.

Injuries

A total of 31 injuries were reported in the month of April 2020 {27 Palestinians in the West Bank and 4 in the Gaza Strip). Injuries included 1 child and 1 fisherman.

Arrests

During the month of April 2020, the Israeli military arrested 189 Palestinians (189 in the West Bank and 40in the Gaza Strip). The majority of arrests took place in the districts of Jerusalem (67); Ramallah (21); Jenin (22); Tubas (2); Tulkarem (11); Qalqiliya (5); Nablus (6); Salfit (5); Jericho (1); Bethlehem (14); Hebron (28),North Gaza (4), Central Gaza (2) and Khan Yunis (1) Among those arrested by the Israeli military were 9 children, The Palestinian Authority Governor of Jerusalem, Palestinian Authority Minister of Jerusalem Affairs, 2 University students and 1 Security Force Officer.

Closure

Especially on Fridays, the Israeli military continues to intensify restrictions at checkpoints located at the entrances of Jerusalem, and to restrict entrance to the Al Aqsa Mosque compound in the old city of Jerusalem, preventing worshippers from accessing the Mosque. At the Qalandiya checkpoint north of Jerusalem, the Israeli military continues to prevent PNA registered civilian vehicles from crossing the checkpoint towards Ar Ram and Qalandiya as well as Dahiyat al Bareed. The checkpoint is overcrowded daily, particularly during rush hours, due to intensified restrictions and search measures applied by Israeli troops. During the month of February 2020,he Israeli military also continued to intensify restrictions at the Tayasir checkpoint and Al Hamra junction checkpoint leading to the Jordan Valley area, only allowing access to civilians whose IDs indicate District of Jericho residence or others holding special access permits. In addition, restrictions were intensified and civilian access was obstructed at the Za’tara junction checkpoint (separating the northern and central West Bank districts) as well as at the As Sawahira ash Sharqiya (the ‘Container’) checkpoint (separating the central and southern West Bank districts).

The Israeli military installed 132 flying checkpoints in April 2020 (206 in March 2020 compared with 319 in February 2020 and as a result restricted the free access and movement of residents, merchant supplies and agricultural goods.

The Israeli military set up 132 Flying checkpoints in the month of April 2020 and searched Palestinian civilians and vehicles in and around Palestinian residential areas in the districts of Jerusalem (10); Ramallah (6); Jenin (1);Tubas (3), Tulkarem (3); Qalqiliya (17); Nablus (3); Salfit (34); Jericho (8); Bethlehem (26) and Hebron (21).

The Israeli military carried out a total of 228 raids in Palestinian residential areas during the month of April 2020, including 219 in the West Bank and 9 in the Gaza Strip. Attacks on residential areas in West Bank and Gaza districts

 

During the month of April 2020, the Israeli military demolished 4 Palestinian homes and residential tents, which consisted of the following:

Jenin:

• On 05.04.2020, Israeli forces raided Thaher Al-Abed village and issued orders to halt construction on home owned by Abdel-Latif Amarna

Tubas:

• On 04.04.2020, Israeli forces, escorting a number of settlers, surrounded the house of Salama Ali located in the northern Jordan Valley and searched the home on the pretext of searching for two missing horse owned by settlers.
• On 06.04.2020, Israel forces raided the village of Khirbet Yarza in the northern Jordan Valley, and handed Salem Abu Al-Tayeb, a notice to halt construction on a building and agricultural facilities and tents, under the pretext of not licensing.
• On 20.04.2020, Israeli forces positioned in Bardala town located in the North Jordan valley issued a military order to halt the construction of a mosque for allegedly not having proper licencing.
• On 23.04.2020, Israeli forces prevented construction workers from completing work on building a house (under construction) owned by Jamal Saqour, by shutting down the concrete pump which was operating on the pretext of building without a permit because of its location in area (C) near Bardala village in the North Jordan valley and they also confiscated a concrete mixer truck and a concrete pump while they were working on pouring the plain concrete into the house.

Tulkarem:

• On 27.04.2020, Israeli forces demolished a livestock den owned by Mohammad Nasser Amarna for allegedly being built without a license during their raid into Quffin town.

Nablus:

• On 17.04.2020, Israeli forces served a military order for the removal of structure owned by Ahmad Baniyat in Faroush Beit Dajan village.
• On 20.04.2020, Israeli forces demolished a storage den owned by Mushier Soliman Sayef in Al-Masudiya area located near Burqa village.
• On 22.04.2020, Israeli forces demolished a Tourist resort owned by Nael Riziq during their raid into Sabastiya village.

Salfit:

• On 14.04.2020, Israeli forces positioned in North Kafr Al-Dik town prevented construction workers from paving a road and temporarily detained the bulldozer operators and seized the bulldozers to "Eli Zahav" settlement then released them at a later time.
• On 26.04.2020, Israeli forces in Qarawat Bani Hassan served military orders to demolish and halt construction on 22 homes and structures for allegedly being built without licenses because of their location in Area C which is under Israeli military and administrative control.(including 12 houses - 10 of which are under construction and 2 of which are inhabited, as well as 3 agricultural rooms, 3 tin huts, and 3 Wells to collect water and a fence in the vicinity of a house).

Jericho:

• On 06.04.2020,  Israeli forces served a notice to uproot trees and plants on agricultural land in Al-Jiftlik village
• On 17.04.2020, Israeli forces served a military order for the removal of structure owned by Anwar Abu Judat in Khirbeit Allan area located in Al-Jiftlik village.

Bethlehem:

• On 02.04.2020, Israeli occupation forces located in Khirbeit Beit Iskariya and Shushahlat area located in Al-Khader town issued orders for the demolition of 2 homes owned by Ammar Odah and Mohammad Mustafa Subieh under the pretext of non-license.
• On 03.04.2020, Israeli forces forced the citizen: Amer Odeh to demolish a storage den located in Deir Iskariya village {under the pretext of not having a license} in order to avoid paying a fine in the event that the Israeli military demolished the structure.
• On 20.04.2020, Israeli forces positioned in Jurat Al-Sham'a village issued a military order for the demolition of a storage den owned by Mohammad Ahmad Abu Hamad for allegedly being built without a licence.
• On 28.04.2020, Israeli forces demolished 3 agricultural tents owned by members of Musa Family located in Al-Shaghaf area west of Al-Khader town for allegedly being built without licenses.
• On the morning of 30.04.2020, Israeli forces levelled Plant Nursery owned by Mahmoud Ahmad Hamad {a resident of Ain Al-Bayda village} in Jurat Al-Sham'a village for allegedly being built without a license.
• On the morning of 30.04.2020, Israeli forces demolished a car wash {under construction} owned by Mohammad Ibrahim Da'du' in Um Rakaba area in Al-Khader town for allegedly being built without a license.

Hebron:

• On 02.04.2020, Israeli forces demolished a livestock den owned by Abdul Jawad Khalil al-Asta located in Taybeh area of Tarkumiya town on the grounds of non-authorization.
• On 06.04.2020, Israeli forces dismantled a storage den used to sell scrap belonging to the citizen, Mohammed Abu Sneineh in Khirbet Qalqas village located, south of Hebron.
• On 20.04.2020, Israeli forces stormed Al-Tuwani area located in east Yatta town and served a military order for the removal of a tent owned by Jamal Al-Rajabi for not having proper licencing.

Gaza:

• On 02. 04. 2020 Israeli gunboats fired at fishermen's boats while chasing them at sea off the shore of Gaza City, causing damage to a fishing boat.
• On 05.04.2020, Israeli agricultural aircraft sprayed toxic pesticides on land planted with wheat, barley and vegetable crops near the border fence east of the Al-Zaytoun neighbourhood and east of the town of Juhr al-Dik, southeast of Gaza City, destroying crops and poisoning the environment in those areas.

Jerusalem:

• At dawn on April 03 2020, the Israeli occupation forces confiscated 10,000 NIS from the house of the Minister of Jerusalem Affairs - Fadi Al-Hadmi, as they stormed and searched his house as they arrested him.
• On 19.04.2020, Israeli forces raided the homes of about 50 Christian citizens, and handed them 5000 NIS financial violations to each of them, on the pretext of celebrating "the distribution of the holy light", despite taking all the precautionary medical measures required to limit the spread of the "Corona" virus.

Tubas:

• On 03.04.2020, Israeli occupation forces forced Ahmad Bani Odeh to pay a fine of 12471 NIS to retrieve his bulldozer, which was confiscated while working in an agricultural area east of Atouf village 6 months ago.
• On 23.04.2020, Israeli forces confiscated a concrete mixer truck and a concrete pump while they were working on pouring the plain concrete into the house near Bardala village in the North Jordan valley.

Salfit:

• On 26.04.2020, Israeli forces positioned near the entrance of "Yakkir" settlement confiscated the identification card of Yazen Hassan Yusef Imran Al-Masri {an employee operating the solid waste truck of Salfit town}.

Bethlehem:

• On 02.04.2020, the Israeli occupation forces confiscated a bulldozer owned by Mahmoud Mar'i Salah, while he was working on land in Al-Khader town.
• On 15.04.2020, Israeli forces positioned in the area between the town of Nahalin and the village of Al-Jabaa, confiscated an agricultural tractor belonging to the citizen, Yacoub Ezzat Abu Latifa, while he was ploughing his land.
• On 21.04.202 On 08.04.2020,Israeli forces positioned near the settlement of "Asvar", located north of the town of Al-Shaykh, confiscated an agricultural tractor belonging to the citizen: Hamed Mohammed Al-Ababda, while he was ploughing his land next to the settlement.0, Israeli forces confiscated a bulldozer owned by Naji Riziq Shawarat during their raid into Teqou' town.

Hebron:

• On 06.04.2020, Israeli forces confiscated a container consisting filled products owned Mohammad Abu Sineineh in Khirbiet Qalqas village located in south Hebron city.
• On 08.04.2020, Israeli forces positioned near the settlement of "Asvar", located north of the town of Al-Shaykh, and confiscated an agricultural tractor belonging to the citizen: Hamed Mohammed Al-Ababda, while he was ploughing his land next to the settlement.

69. incidents of Settler violence occurred during the month of April 2020 including:

Jerusalem:

• On 04. 04. 2020, a group of settlers entered the agricultural lands of the citizens in the Wadi Rababa area in the Silwan neighborhood of Jerusalem, and they provoked the citizens while touring the area.
• On 05.04.2020, a group of Israeli settlers from "Ramat Ishkol" in Jerusalem city assaulted 2 residents with with steel objects and sprayed them with pepper spray leaving one of them with serious injuries to the head and the other suffocated from pepper spray inhalation as they were working in the settlement.

Ramallah &Al-Bireh:

• On 02.04.2020, a group of Israeli settlers stormed agricultural land in Al-Sahil area located in Turmus'aya town during which local residents were able to chase them away from the area.
• On 16.04.2020, a group of Israeli settlers positioned near Jibiya village assaulted Issa Abdel-Ghani Qatamish {a resident of Jalazon refugee camp} and as a result left him hospitalized with contusions.
• On 19.06.2020, a group of Israeli settlers stormed Turmus'aya town and leveled a plot of land owned by Abdel-Qadder Al-Kawuk.
• On 21.04.2020, a group of Israeli settlers stormed agricultural land in Al-Mughier village and chopped down approximately 40 Olive groves owned by Jameel Al-Na'san.
• On 22.04.2020, a group of Israeli settlers positioned near Beitin village junction assaulted Maher Al-Sarafandi as he was passing through the area.

Tubas:

• On 06.04.2020, group of settlers in the Khirbet Makhal area of the northern Jordan Valley grazed their cows in citizens' agricultural crops.
• On 15. 04. 2020 a group of settlers in Umm Al-Quba in the northern Jordan Valley, grazed dozens of cows in the lands of citizens planted with wheat and barley crops.

Tulkarem:

• On 13.04.2020, a group of Israeli settlers from "Movo Dotan" settlement located in Jabal Batn area which is located between Kafr Ra'i town and Fahmat village then provoked several residents.

Nablus:

• On 05.04.2020, several settlers from "Yitzhar" settlement were present on the bypass road near the settlement, and it contaminated the vehicles of citizens passing by spitting on it, in order to intimidate citizens with the "Cororna" virus.

The Israeli military completely closed crossing points into the Gaza Strip, including access points within the Green Line, on 190 occasions during the month of April 2020.
